Any bureaucracy agency cannot spend money before its authority and the existence of any agency depends on congress approval. The presidency is also most potent because of being the leader of the executive branch. This is illustrated in a situation where civil servant may need to have common guidance and the president alone has the power to provide it.The presidency also plays a role in security matters. Training, supervising and deployment of forces is done by the president .In supporting opinion in a country, the president has the greatest influence.
